Backup /etc/hosts file
Then sure that the following line appears in your /etc/hosts file:
127.0.0.1localhost
Change the above line , it might work
Then reboot to get rid of your running instances and try it all again.

Please send a full stack trace and any other relevant information
(including the email address of the user you are trying to register).
It's probably either a typo in the domain of the email address, or the
machine DSpace is running on is having DNS issues.
