Based on reading this list for a while, it seems that TOE is the obvious
choice when the ratio of spam to ham is very high (i.e. 90% spam to 10% ham,
etc.).
I haven't seen as much on the preferred training mode (for greatest
accuracy) when the ratio is closer to 1:1 (50-50, 60-40). I would be
