As this seems to keep coming up as the deadline nears- Go to: http://www.usps.com/cpim/ftp/bulletin/2006/pb22193.pdf print pages 81 and 82 and take them with you to the Post Office. be prepared to be patient please, as most people, including Post Office clerks, other than hams have no idea what an IRC is.
