I am in no big hurry. I doubt that Montenegro is going to cease to exist
or ban amateur radio in the near future. There will probably be plenty of
operators from there and it will be commonplace soon enough.
The same happened with S5, T9, Z3 etc.

According to the ARRL, you can start working Montenegro for DXCC credit *NOW*:

They state the start date is 28 June at 0001z, which was about 18 hours ago
from my writing this. It's their award, they set the date.
