Hello All I hope someone can help me out concerning IRC's. I have seen messages concerning IRC's as to the validity.
The US Post Office has not come out with new IRC's. Are the 2007 vintage IRC's good in foreign countries with the extra 15 cents of stamps added? Do I need to affix the stamps the to IRC?
