As has been said before, DXpeditions obtain much of their funding though
contributions send with QSLs. If we want to encourage (NOT mandate) LoTW
use for DXpeditions, there needs to be a way to provide this support
though LoTW tools.

Is time to be modern and replace paper QSLs for QSO confirmation?
One way would be is to mandate that DX Expeditions put logbook on LoTW if
they want to be counted for DXCC credit. That would mean more money for
ARRL instead for the postal services. ARRL should support such a program.
Just an idea.
