I am in no big hurry. I doubt that Montenegro is going to cease to exist

If I had to guess I would say E6. E4 went to Palestine and E5 to the
Cook Island. The only one recently the I recall that was not in that
sequence was East Timor and that was because they assumed the 4W block
that the UN had.

According to the ARRL, you can start working Montenegro for DXCC credit *NOW*:

They state the start date is 28 June at 0001z, which was about 18 hours ago
from my writing this. It's their award, they set the date.
