Hmm, I'm thinking turning off the monitor is the root issue here.
Compiz does not always handle monitor hotplugging very well which is
what happens when powering off the monitor.
A few more questions to help me narrow this down.

Happens to me within the Workspace Switcher. The mouse cursor is changed
to the grabbing icon and its possible to move it around the screen while
the Workspace Switcher remains unresponsive

Well as the title bar wasnt visible i wasnt able to drag the window into
view and i doubt that the global menu gave me access to maximize the
window, so i had to search around to find the necessary shortcut to do
that.
