I think a per user option is great for the single user case.

There is no 'headset' icon in the indicator bar
This seems fixed as no new activity has occurred for this bug in some
time. I also cannot reproduce, albeit, on an Intel graphics machine.
Going to mark it Fixed Released. We can either reopen this bug or
submit a new bug report if it still occurs for anyone.

What I'm planning on doing here is adding a CCSM/gsettings option to set
low graphics mode regardless of hardware. This will be on a per-user
basis and if low-end hardware is detected, it will use low graphics
regardless of this setting.
