I can confirm I also have this issue using Macbook Air, mid 2013,
ElementaryOS Freya.
Using REFInd for dual booting if that would matter.

It is now a year since this bug was marked "Critical", but it keeps
being postponed. I think this was part of the cause of an embarrassing
experience during my recent presentation to a Linux Users Group, where
Unity went away twice, forcing me to reboot the first time, and borrow a
(gasp!) Apple c
Once again, but no reboot:
I go outside a shopping (where no network gsm).
And when network comes, this notification cames up too:

@Matthew I guess I was assuming that the reset-all-system-settings
option could be provided via the boot options available after pressing
the power+VolUp buttons (I'm assuming here that the secondary menu made
available when pressing VolUp during the recovery boot is not suitable,
as it looked like
