I've solve the issue by removing the package using:
sudo dpkg -r --force-all libaccountsservice0 accountsservice indicator-
messages indicator-sound
and then running
sudo apt-get -f install

its ExecStopPo
solution from geek.de.nz worked perfectly for me, i'm on ubuntu 16.04
