You can try to set keyboard in terminals with
sudo dpkg-reconfigure keyboard-configuration
As far I can remember 13.10 and 14.04 have /etc/default/keyboard config
(see bug 1242572 for details).

I do not think that this bug is fixed in Unity since the dependent bug 1280759
(Unity shortcuts (Super+A/F/M/C/V) do not work on non-latin layout in Trusty -
shortcuts are defined via keyboard layout, not the keys) is not fixed.
So bug 1226962 is not fixed in Unity.
I have tested Ubuntu 12.04 about this bug. I can use Super+A/F/M/T/S/W
on qwerty and йцукен (english and russian) layouts.
So this bug is a regression which should be fixed before Ubuntu 14.04
final release.

Did a fresh install of latest (2013-03-16) Ubuntu 14.04 image, set Ctrl+Shift
as layout switch.
I unable to copy test with Ctrl+Shift+arrows, copy and paste text in
gnome-terminal with Ctrl+Shift+C/V.

I installed today's daily image (2013-03-16).

I returned libindicator again.
If you know other correct source package name which cause small icons in
indicators, please add it too.
As an example, indicator-keyboard is affected. And other icons are about 1.5x
smaller than in 12.04 LTS.
