I did a fresh install of Ubuntu 13.10 to Sony Vaio. I had bluetooth file
transfer (both ways) working nicely before that in 12.04. Now I faced
this problem.
I managed to partially fix the problem of transferring files from phone to
computer by doing the following:

Just run bluez-simple-agent (terminal or Alt + F2) then you will be able send
files.
It is better to add this in startup applications.
