I guess my thought is that the hook, a user hook, should expect the user
directory to be writable or it should throw an error. I think probably a
better solution is that no click user hook should be run on /root. I'd
be surprised if the next one run doesn't throw an error as well if we
fixed this o
can we recycle the bug about "hook should rely on /root to be writable"?
it's a bit suboptimal that a snappy image boots in degrated mode because
of that...

Looking through this and with more discussion in IRC it seems that the
core issue here isn't that the definition directory isn't there, it is
that the utility can't create the database. This seems like an actual
error, as you can't update a DB that you can't write :-)
