It seems you can login with empty password in the login screen. Not sure
why this didn't work for me when I was testing it last time. But the
rest of the issue still stands. It is confusing that you have to type a
password if the account should not have a password. Ideally, user should
just be able to click on their username in the list of usernames on the
login screen.

Bug description:
  In Ubuntu artful, there is no nopasswdlogin group anymore. It seems
  also that the option to configure user to not have a password is
  missing. Moreover, in the login screen, "login" button is disabled if
  the password input box is empty, so even if I force set an empty
  password, it cannot be used.
