This is a limitation of gtk+ (and X): menus grab the keyboard and mouse so that they can close themselves when the user navigates away from them. It's unlikely that this will be fixed before the switch to Mir.

The sound menu should handle these key presses and move the volume slider or mute when they are pressed. The reason for this bug report is I sometimes press play on the sound menu to find the volume too loud, my first instinct is to hit the down volume key on my keyboard but this does nothing while the menu is still open.
