This is fixed since Ubuntu 12.10 with the merger of the user menu and
device menu: the menu no longer says "Updates Available" in any
circumstance.

  indicator-session 0.3.1-0ubuntu2, Ubuntu Ocelot

  When an update is not currently installable (for example, because it
  has unmet dependencies), it is greyed out in Update Manager.

  When the *only* updates available are not currently installable, the
  device menu still says "Updates Available...". This is not useful and
  wastes time.

  I've clarified the spec to cover this.

  I think this is different from bug 819495, because in that bug
  "Updates Available..." disappears after opening Update Manager. Here
  it does not.
