It's a shortcoming in DX4WIN. For a QSO to be considered "Checked", the Award flag must be set to Checked, but *ALSO* the QSO must be marked Confirmed. When you set your Preference to "Upl Conf", then all the QSOs that were marked Checked, but confirmed by paper QSL, are no longer considered c
