I followed the link and the download shows a zip file called tqsl-113.zip.
Look's like the new one to me. I did not try to unzip the file yet.

Just subscribed to the list and wanted to search the database of archives
but didn´t find this option.
I want to know where to find the SWISSL099.FMT file to place it in Swisslog
directory to be able to export to a TXT file to then import it to DX4WIN

Hi Folks,
I just logged into the ARRL Logbook of the World web site and noticed
that TQSL has been updated from version 1.11 to version 1.13. They
claim you can't request/renew certificates unless you have the new
version.

using the update utility:
