Well progress.
1. I changed the radio and dx4win options as advised.
2. I turned off the radio and started DX4win and then started the radio.
3. I can click on DX SPOTS and the MODE is set.
4. When selecting a DX SPOT that has a split it SETS the SPLIT A B not
freq changes.

Let me addI am using the USB port with the Yaesu driver installed.

We make an attempt to filter 'old' prefixes that can no longer be used.
This list is visible and not hidden from view and can be edited as a plain
ASCII file. You will find the file dx4win.wpx in the save sub-directory.

So MODE is set, SPLIT mode is set, BUT no freq changes.
Sorry, I don't understand this and since I do not have an FT-991 I'm
blind as to the behavior.

This is a bit of a guess, but go into File-Preferences and then select
the QSO tab. There's a field labelled Secondary backup directory. Make
sure that if there's anything in there, that it's a writable directory,
typically something right off c:\ or maybe under My Documents.
