If you made the QSO in 1998 but it CONFIRMS in LoTW on March 15, 2020 the
March 15, 2020 is the date you will be downloading the confirmation from.
You do not need to go back to 1998 or you will be downloading ALL
CONFIRMATIONS since 1998. Not needed if you already download regularly.

Those are the correct steps. LoTW keeps track of when you made your last
download and when new QSLs arrive. You do not need to put a date in when
you download your reports.

2) Download report (I put the date where my radio activity started)
3) Your Call sign (any)
4) Download report (save it as Lotwreport.adi)
5) Then I go to DX4WIN in the LoTW menu, Import
