I don't think they should put up notice every time there is downtime. They
probably should remove the notice of recent outages from the website, even
now. There's no point in putting up notices after the fact. The idea is to

The problem is not the credit card processor. The problem is the merchants.
Some merchants don't want foreign "unauthorized" distributors dealing in
their products, particularly products like computers where there is a high
level of service involved.
