I used to live in Italy and had a bank account in the US. It was very convenient because I could order things from the US and just mail them a check. I certainly did not have to pay any US taxes as I was neither a US citizen nor a US resident at the time (I am both now). That was about a quarter of a century ago, so some things may have changed.
