I noticed that as well. Canadian Banks do same but on occasions.
I think that it depends either on the amount of the wire or the
presence or not of a corresp

Just to let you know, the Dutch banks have learned
this also. In about half the inbound transfers I
receive a charge of about $6.50 give or take on USD
value.
Ocassionally, they really sock it to me on the
outboound
