They seem to offer the same kind of service that paypal does, but with a few enhancements: they guarantee that the payments will not be subject to chargeback (according to the FAQ), and also, no identity is required to open an account. Of course, you need a credit card to get money into or out of the system, but you only need an email addr to be able to send and receive money within the system.
