I observed, from your email that you are using igb driver version (4.0.17) that
does not support enable/disable EEE through Ethtool.
Please try latest igb-driver(4.1.2) - it is on Sourceforge.

There is a bug when calculating the number of words to write to the EEPROM
within e100_set_EEPROM.
When the PF is up and igbvf is loaded the MAC address is not generated using
eth_hw_addr_random(). This results in addr_assign_type not to be set.
Make sure it gets set.
