Hi, If you have to "up" the interface to get link (actual link reported by both sides of the connection) then this is correct. If the switch side (assuming switch) is reporting link but the NIC side is not then there may be something else going on.
Do you have the interface configured to come up automatically? This could be causing the issues as well. You may need to change the udev rules make this work across reboots.
