There is a bug in ixgbe relating to creating and deleting flow director rules.
Enable flow director and create two simple rules in locations 1 and 2 like this:
sudo ethtool -K eth0 ntuple on
sudo ethtool -U eth0 flow-type udp4 src-port 5000 action 1 loc 1
sudo ethtool -U eth0 flow-type udp4
