Stock Debian 3.3.x kernel worked
Alpine Linux 3.3.8 kernel worked
Upgraded Vyatta from (3.0.23 kernel [stable]) to 3.3.8
[unstable/pacifica] and it works.
In the end it was a Vyatta/kernel bug.

We have an issue with our new 4 port I350-F4s, Intel support sent us here
first.
Running 3.0.23-1-586-vyatta kernel, with 2 Intel cards; the igb driver is
loaded, but it appears only 2 MAC addresses are used for each card:
