We need autoneg on out ports, but could do without flow control. Is
that possible to configure? "autoneg on rx off" does not do it . It
looks like autoneg enables/negotiates pause.

The "-A" autoneg option doesn't impact link speed or duplex, it only
impacts flow control. With it disabled you will still get autoneg for
link, you just don't get it for flow control.
