Set default template target under Tomcat point to nxserver

Default <template_name>.target property values getConfigDir().getParentFile()
under JBoss and generator.getNuxeoHome() under Tomcat.
If set, the property is always relative to NuxeoHome.
So, best is to set default property to
org.nuxeo.launcher.config.ConfigurationGenerator.getRuntimeHome() which is
nuxeo.ear under JBoss and nxserver under Tomcat.
