I have had great success in the past using non-toxic latex/acrylic paint in
small cyprinid fishes. These tags lasted up to a year or more. Visible
Implant Elastomer (VIE) is another option that may be a little easier to
achieve multiple tags on individual fish so that you can distinguish them
