Position Announcement:  Data Steward – Integrated Status and Effectiveness
Monitoring Project

The Integrated Status and Effectiveness Monitoring Program (ISEMP; an
ongoing research project funded by NOAA-Fisheries, Bonneville Power
Administration and the US Bureau of Reclamation) is seeking a highly
productive, self-directed and motivated database administrator to assist
ISEMP project staff in the Salmon (ID) and John Day (OR) River basins.  This
is a unique opportunity to assist in the development and deployment of a
regional data storage and retrieval system that supports one of the largest
endangered species recovery efforts to date. 

Salmon and trout populations and their freshwater habitat are being
monitored by a wide range of methods and intensities across the Pacific
Northwest.  As a result, large, complex datasets exist that require an
efficient and comprehensive data storage system.  ISEMP is developing
guidance aimed at standardizing fish population and habitat monitoring
approaches through study design development, data collection, data analysis,
and data management (project website: www.nwfsc.noaa.gov/isemp). 

The ISMEP Data Steward provides technical assistance to project cooperators
and staff in the Salmon and John Day River basins.  Primary duties include
using ISEMP developed MS Access databases to ensure efficient transfer of
data from data collectors to project managers and analysts and to submit
quality assured datasets to an enterprise level Oracle data warehouse
maintained by NOAA-Fisheries.  Tasks will include documenting protocols,
standardizing datasets, ensuring data quality, developing queries,
documenting analysis procedures, and leading training sessions for ISEMP
project staff, tribal and state fisheries staff, and additional cooperators.

The position requires knowledge and experience in administration of
databases for the acquisition, storage, and retrieval of monitoring data and
associated metadata. Prior knowledge or experience in the planning,
development, and implementation of data management systems will be
beneficial. Position requirements include the ability to design, develop and
maintain data management systems, ensure data quality, generate complex
queries and reports, and develop data dictionaries, data models, metadata
repositories, and other data management tools. The successful candidate
should have skills in applying a wide variety of computer applications and
operating systems and the ability to communicate complex data management
applications to field technical staff.  

A Bachelor’s degree in computer science, fisheries biology, or related field
plus two years of experience administering databases is required. 
Applicants must have strong communication skills, database design
experience, and excellent proficiency with MS Excel, MS Access, and related
software.  Experience with data loggers, spatial data and GIS software is
beneficial as is experience with ecological data and general knowledge of
salmonids.
