Subject: help with adding to the EDK2 repo

Hi EDK2 commits,

I am trying to add to the repository, but I am unsure of the procedure. There 
is a bug fix that I discussed with Michael Kinney and he suggested I ask for 
help through you to make the addition. I am working on getting the licensing in 
place as well as doing a final run of tests for the code. The last part that I 
need help with is committing, pushing and code reviewing the code change.

Can you help me with this task, please?
