This problem keeps coming up, not necessarily for this
distribution.  One way to attack it is to note that a
statistic is pairwise sufficient if and only if the ratio
of the densities for two states of nature is a function of
the statistic except for probability zero, and that if the
distributions have densities with respect to a well-behaved
measure, this is equivalent to sufficient.  So anything one
can compute from the ratio of likelihood functions must be
determined from any sufficient statistic.  In this problem,
this can be used to find the minimum sufficient statistic.
