I think you forgot to include a derisive sniff in there somewhere. Some
statisticians use MATLAB, besides these langauge
I'm not sure exactly what you have in mind but it seems to me that
bootstrap is going to computationaly prohibitive to use with
MLP's...this is also likely true for jackknife. I think these methods
(usually) are not so practical when it is computationally expensive to
fit your model as is the case
I guess, the matter of choosing a software for a research project depends on
many factors. The two most important ones are
1. Ability of the particular software to perform the desired function
2. Comfortness of the user with the software.

It is a fact that most statisticians who write scripts use S-plus.
For precisely the same reasons that most business majors
use Excel, most consulting firms use SAS, most secretaries use
Word, and most PC's run Windows. All very true, and all very
unfortunate.
