If that is true and the cursor "jumps" to the upper left corner, then why does
nobody notice the "jump"? And furthermore, why isn't Mypaint affected?
While this issue still affects 10.04 (Lucid), it is fixed in tuxtype
version 1.8.1-4 , which is included in Ubuntu 10.10 (Maverick) and
later. Here tuxtype remembers language preferences when it is restarted.

I have noticed that if the GIMP main windows is put in the second
monitor the global menus behave as they should, so it seems that what I
comment in this bug is by design, secondary windows do not have a menu.
