I tested with upstream source of gimp-2.8.18.tar.bz2
[https://download.gimp.org/mirror/pub/gimp/v2.8/].
It is specifically compiled against gegl-0.2.
Ubuntu 16.04 has gegl-0.3 (and not gegl-0.2). Debian and Ubuntu both use
bump_Babl-GEGL_versions.patch:

Hi Mantas, thanks for testing my PPA. I will lower version number, but
then I also need to change name of PPA, because PPA is not accepting
lower versions that it already has.

Grumbels PPA adds something more than only this patch, and it caused
warning for every startup, so I decided to open my own PPA.
sudo add-apt-repository ppa:aapo-rantalainen/gimp26-noghostline
sudo apt-get update
sudo apt-get install gimp
It contains gimp from Ubuntu 11.10 and patch from post80,
lso pushed it to my PPA:

#install (Karmic,Lucid,Maverick, Natty. There are building problem with Oneiric)
sudo add-apt-repository ppa:aapo-rantalainen/gcompris
