I could build, install, and use anki 2.1.6+dfsg~beta2-1 from Debian Sid
without issue. "Use" refers to text-based flashcards (including Japanese
characters) only, I didn't test other features (e.g. sync). I hope the
update can be imported into Ubuntu soon.

I get the same error message when attempting to start anki 2.1.0+dfsg-1
on Ubuntu Cosmic. Since python3-distutils is now a required dependency,
that is installed.
I also get the following warning, which strengthens the theory that this is
related to the Qt version:
"You are using Qt version 5.11.
Do you have the python3-distutils package installed?
