My first thought is a snag in the driver. It works
to detect the camera at least but not to the point
of acquiring an image. You really need to get an
image with a camera software before tackling Ekiga.

Light comes on with CamStream, but not with Ekiga.
Seems best to solve the problem for CamStream before tackling Ekiga.
