What's the mathematical difference between AGC DCY = 'Nor' and 'Soft'?
My ears hear this: 'Nor' sounds like a linear return to normal gain while
'Soft' sounds like an x-squared or x-cubed curve back to normal gain, because
the beginning of the curve

signals is not working properly.
In high power (during a TUNE) the /FSCL and /RSCL signal go low which
effectively grounds pins 4 and 2 of RP1 - that creates a voltage divider

If you can communicate in any way with the K2 (and you *can* because you
said the frequency is displayed in N1MM), then the KIO2 is enirely
capable of communications. Look at the software application setup for
the problem.
You might try putting the RTS/CTS jumper on the connector at the

The problem was that my PL DEV was set to 0.0.
For anyone else who might face this problem, to adjust PL DEV, you go to FM DEV
in the Config Menu, and then touch 1 on the keypad. THe default PL DEV is
0.36.

If you have the Radio Shack mat, I recommend using it even though I'm
not convinced it does a proper job of bleeding off static charge. For
one thing, the anti-static wrist strap that comes with it does work.
For another, even though it may not prevent static build up, at least it
probably doesn't
For CTCSS set up, see p29 of the Owner's Manual (Rev D6). You're
looking for the part with PL TONE or PL OFF shown.

I was the one that brought this mat up (unfortunately), and all I can say is
that it was fine for putting my K3 together very successfully and I'll use
it again. I'll stop there, but will add that any time I like, after walking
across my floor here, I can draw a spark from metal objects.
So the question becomes does it work well enough for assembling
Elecraft kits even though it does not meet industry specs. Not
backing any particular horse in this race, but I know that there are
other areas in which industry specs are overkill for me.
Who knows the answer?

Problem solved.
Turned out failure of the 1 mW test was caused by a defective dummy load used
at the XVTR-OUT connector for the test.
Thanks for the many quick/detailed/in-depth responses (some by off-list
responses); fortunately this was a self-inflicted issue, unrelated to the K3 at
all.
