Last time I checked - eHam.net accepts reviews with rating other than 5/5.
There are no specific rules about what you should evaluate and if somebody has
a problem with a radio - that is his experience and grounds for rating. From

pretty picture, assembly manual with no schematics and a bunch of beta testers
