That is not a good situation, and I have never seen that condition.
Check the orientation of varactors D37 and D38.
Then check the soldering of the L33 leads to the 1/8 watt resistor - you
may have to use a magnifier and good lighting.
Then check the soldering of all components. To find

and Band- to check for BFO range. When I press Band+, the frequency
counter initially reads around 1.480 MHz and starts
