I'd like to correspond with someone who has this setup and has it
successfully operating on a Windows 8.1 computer offline. My frustration
level is high and I want someone able to take me through the connection

The KPA500 is not in the chain. It needs its own connection to the PC. So your
chain will look like:
Computer Port 1 - KPA500
Computer Port 2 - PE - K3

I believe this PC connection is only for firmware updates for the KPA-500.
the operational link between the K3 and KPA-500 is via the ACC connector.
