Yes, it is switched with the POWER switch on the K3.
If you look at K3 RF Board (3 of 4) schematic, the feed
The 12VDC output turns on when the K3 is powered. When you turn power
off the K3, it should also turn off.
If yours behaves differently, there is a problem.
