[Elecraft] kpa 100 problem

Hi folks I have a problem with the initial testing of the amp. The initial tune up gives me a hi cur then a 0.1- 1.0 and I cant control the watt reading. I tune C1 and did get a 1.0 but I don't get a 5.0w when commanded. I went on and the amp seems to be oscillating at abt 18 watts on the qrp
