Two things I would check:
(1) polarity ok (center positive)?
(2) measure battery voltage while it delivers 0.5A or more to any available
load.

Make sure your DC power plug connected is a 5.5/2.1mm type.
A 5.5/2.5mm type can work also but it must not.

- Are you using the elecraft 12v power cord ? - Firmly seated ?
(I have had a similar problem with a noname connector whose tip diameter was
too large).
- In the menu, what is the status of BAT CHG and of BAT MIN ? (and ALARM ?)
- Have a look inside at the power input connector.
