Downloadable manuals are fine... a good way to stay up to date.
However, it
shouldn't be necessary to download the entire manual every time a change
is
made. Any change should be in
.. if Elecraft uses a well-designed page numbering
system.

Unless the commercial folks are "inexpensive" it seems
like there are enough manual updates to make it less-than
cost effective to commercially print each version
