I am familiar with the article, but be careful with its conclusions.  It is a 
bit biased in its perspective.  

Verticals can work when they are center fed, or end fed appropriately.  

Many antennas are a great compromise over the ideal.  Few of us can afford the 
ideal!  

I now have both a half-wave style vertical (R5) and a ground mounted (AP8) 
vertical.  The latter has a modest field of radials (around 30 of varying 
lengths all > 3/16 wavelength).  My findings on bands they have in common - the 
antennas perform similarly (generally less than an S-unit in variation).  

With only a modest ground radial field, I would not assume a vertical not 
requiring radials is bad in comparison.  Its a matter of degree.  If someone 
cannot get the attributes sought from a horizontal wire antenna, and if one 
cannot install a large radial field - I would not so quickly rule out a 
half-wave style vertical.  I recognize there are better designs than the R5, 
but I have found it to be effective in comparison to its physical size.  

Sure I would rather have a full sized, ground-mounted set of quarter wave 
verticals (or elevated ones) with near-ideal radials .... but other solutions 
may be more realistic.

It should be required reading if your considering a 
vertical antenna. I've used both the hustler 5btv and 
the Butternut 10-80m vertical with excellent results.
