The only thing that I can think of to cause that behavior is a fault in
either D2 or U1 on the Control Board.

Check the voltage at U1 pin 2 - it should drop to almost zero with the AGC
off, if it does then D2 is likely OK and the problem lies in U1.

Before replacing U1 or D2, you may want to reflow the solder on their pins.
It is possible that a bad solder connection has been present for some time
and has waited for a little corrosion to set in to show itself.
